Voltage at pulse output

Hi all,
Could you please tell me which voltage I should find at pulse generator output? . I find only 2.5 V around not sufficient to trigger a TTL component , is that right?

LabBoard output voltage of pulse generator TXD pin is 3.3V. It should trigger 3V and 5V logic level components fine.
